Drug And Alcohol Controls Procedure

OBJECTIVES

This procedure describes the activities required for the control of Drugs and Alcohol on board in compliance with International requirements and guidelines.

 RESPONSIBILITIES

The Master is responsible for ensuring that the vessel is at all times manned with no drug or alcohol addictive seafarers and that all of them are able to respond at any emergency situation.

The Master is responsible for ensuring that no amount of drugs or alcohol is consumed by the seafarers or is in their possession.

The Master is responsible for notifying the Marine Personnel and S & Q department Managers of any drug abuse or possession onboard.

The Marine Superintendent responsible for the vessel shall ensure that this procedure has been implemented and it is effective onboard.

 PROCEDURE

The Marine Personnel department shall arrange that all seafarers shall undergo a "Drug and Alcohol Test" by authorized laboratories prior to their embarkation, together with the pre-employment medical examinations.

The Master onboard Company managed vessels shall carry out alcohol testing of seafarers by a breathalyzer, which is maintained onboard, when impairment by alcohol is suspected and at random intervals.

The Master also participates in subject test and as a part of a formal framework he witnessed by the Chief Officer.

The Master or the Company may initiate this testing.

A seafarer shall be considered impaired if his blood alcohol content (BAC) is equal or greater than 0,04%.

Breathalyzers calibration shall be conducted strictly in accordance with makers' instructions and records of such calibration tests together with records of crew testing onboard shall be maintained in the relevant log.

The S & Q department is responsible for arranging an "Unannounced Drug and Alcohol testing" once per year for crewmembers serving onboard Company's managed vessels and occupy a position , or perform the duties and functions of a position required by vessel's Safe Manning Certificate.

These unannounced "Drug and Alcohol tests" shall be conducted by approved sub-contractors and the Master is advised shortly before vessel's arrival in port, by codified message, that an announced drugs and alcohol test will be conducted.

Drug and Alcohol testing results are kept by the S & Q department Manager only.

In the event of a serious marine incident on board a vessel all persons directly involved in the incident, will be chemically tested for evidence of drugs and / or alcohol.

The possession, distribution, or sale of illicit or unprescribed drugs on board is strictly prohibited. Infringement of this rule, to any extend, will immediately terminate the seafarer's employment contract. The seafarer will also be fully responsible for all other consequences.

Misuse of drugs, which are legitimately onboard for medical purposes, is also strictly prohibited. Infringement of this rule will have the same effect as described in paragraph 3.9.

The Company's policy relating to the distribution and consumption of alcohol, as follows, is to be strictly adhered to:

  • Crew members are not to consume alcohol beverages prior to the commencement of a watch or duty period.
  • Officers and ratings shall not consume more than 4 alcohol units during any 24-hour period and not more than 2 alcohol units, during any drinking period. (Refer to Fleet Instructions Manual, Chapter 12 for Alcohol Unit Standards).
  • A stock of spirits or other alcohol beverages is forbidden in crew's quarters and they are to consume the beer with the meal and not collected or accumulated in their quarters
  • If the vessel is to enter USA territorial waters, all crew members are prohibited from the consumption of all alcoholic beverages from 24 hours prior to entering USA territorial waters. The ban on alcoholic consumption remains in force until such time as the vessel clears US territorial waters.

The Master shall ensure that restrictions and controls on alcoholic consumption shall be observed by all crew members during the time they spend off the vessel in the various ports and when they report back onboard they shall not be intoxicated.
